C++/Python teams: SwerveDrivePoseEstimator/TimeInterpolatableBuffer potential crashes

Some python teams have reported crashes when using the SwerveDrivePoseEstimator.

RobotPy teams have access to this fix by installing robotpy-wpimath 2023.4.2.1, which is included in the latest version of RobotPy.
