Taking already scored game pieces are not legal. However it seems to be legal to take non-scored pieces, for example, game pieces that are on the ground.

Yes, as long as you don’t extend from your frame perimeter and the hatch isn’t already scored.

Though it is legal I don’t believe that there may be many opportunities to steal a hatch. I just think that they are harder to drop. Many gears were dropped in 2017 was due to human players dropping them from their hooks. The best way I can think of stealing hatches would be to risk going into the opponents’ HAB zone and collected a preloaded hatch from the loading station. However I think that’s also pretty unlikely and way too risky because if you hit a robot in the HAB zone you get a penalty, or even worse, a level 3 climb.
I do think collecting the opponents’ cargo will be much more prevalent. With the bouncyness of the cargo, they’re sure to go everywhere so stealing one would be easy and legal. Again, I wouldn’t risk going into the HAB zone to collect cargo from the opponents’ depot for the same reasons as the hatch.
