CANTalonSRX CTRE Java Libraries and setting Talon IDs

Hello Fellow Programmers,

For anyone that uses CANTalon SRX Speed Controllers, how do you go about adding the CTRE Talon Java Libraries to the new IDE, VSCode, and also, I saw on the 2019 Control System Site it says that you can no longer set the Talon IDs by logging into the RoboRio. How do I go about doing this without this being a function on the RoboRio Site?
