Bill, I have the video from the Kickoff and during the test game one of the shoots/goal was filled to the top, it had 11 balls but the top ball sat just over the lip of the top so a large ball would not fit purfectly on the top.
10 balls would leave a little space, but remember the weight of each ball and the top heavy factor may tip the goal over easy.
