Where can I download this file?
That file is included with the LabVIEW CMU Cam Application package. Brian Fischer put together a nice summary of where to get the latest and greatest version of all packages, and I made it a sticky on the main page. I would recommend going there to get the latest copy of the LabVIEW CMU Cam Application.
