On 2791, all scouts attend a training session before our events, where they will learn to scout by scouting week 0 and early-season matches. Then, we give them a test, where they scout a few matches and must produce very few errors to be allowed to scout at competition. We have around 80 students attending regionals this year, so we have room to be picky about who can scout.
This year, we’re trying to do the training and testing on different days to try and prevent people from learning how to scout and immediately forgetting it.
Feel free to reach out with any other scouting questions!

They use videos of past events from the district (and thus get familiar with teams, their numbers, etc.) and learn to analyze actions and mistakes. They also do training on the scouting system itself to become efficient at gathering data quickly.
