Does the control panel have to be manipulated in order for more fuel cells to be scored? For example, after the 20 fuel cells are scored in round 2, can more fuel cells be scored without the control panel being rotated, or do we have to wait for the control panel to be manipulated before additional fuel cells are scored?
Fuel cells scored after stage capacity is reached will still count towards match score just not towards the next stage.

No. You can score power cells all throughout the match

the extra fuel cells that you score without completing your task however will not count towards the next stage
