Can someone link me to the rules for building a dashboard for use at competition. Weight, dimensions, etc.

If you mean the Operator console, where the Driver Station laptop and game controllers/joysticks ride, then see 4.1.11 OPERATOR CONSOLE

For instance,

The OPERATOR CONSOLE must not exceed 60 in. long by 12 in. deep (excluding any items that are held or worn by the DRIVERS during the match).

Thank you, know that I have its proper name I can actually find it in the manual.

I figured that was the reason you hadn’t found it.
It’s impossible to search the manual if you don’t know what it’s called.
“Operator Console” isn’t an obvious name.
