Hi,
We have some confusing opinions on this, so hoping someone here can help clarify: Is it acceptable for a robot to be sized such that it meets the 112" perimeter limit up to 10" above the ground (ie: within the bumper zone), but have a larger perimeter above that height? So it would look like a large box placed on top of a smaller box that has a 112" perimeter. Yes, the whole robot would fit within a 54"-dia, 60"-high cylinder.

No, if it starts that way. Yes if it expands out to those dimensions (subject to the 54" diameter rule) after the start of the match.
In the STARTING CONFIGURATION, no part of the ROBOT may extend outside the vertical projection of the FRAME PERIMETER, with the exception of minor protrusions such as bolt heads, fastener ends, rivets, etc.
R02 Defines what a FRAME PERIMETER is, R03 limits the FRAME PERIMETER total length.
As I understand the rules, in a starting configuration all robot parts must be with the frame perimeter.
