to connect the valve to the solenoid breakout, we cut the “2-wire jumper cable” in half, connect the white wire to the black on the solenoid, and the red to the red on the solenoid, and the extra wire that is not covered in plastic just cut it away or ground it?

Yes, and the 2-pin cable shielding just gets cut away.

The black wire on the solenoid is ground, so make sure the corresponding wire on the 2-pin cable gets plugged into the (-) ground on the solenoid breakout pins.

So if you connected the white wire to black the other end of the 2-pin cable needs to have white on the solenoid breakout (-) pin.
