Electromagnet legality?

Would an electromagnet be legal this year? We understand that last year they were deemed to not be an actuator and looked to be legal as part of a custom circuit. We can’t find any changes in the rules from last year that would change this. We plan on asking in Q&A but we are wanting to make sure we phrase the question with reference to all applicable rules so we don’t trigger any foreseen consequences. Any help on wording the question to reach the same result as last year would be appreciated.

I would suggest using the definition of actuator in your question. No definition is provided in the manual, so a standard English dictionary definition should apply. Here’s Merriam-Webster’s definition:

a mechanical device for moving or controlling something

So your question could say something like:

According to Merriam-Webster, an actuator is “a mechanical device for moving or controlling something.” With this definition, would it be correct to say that an electromagnet that supports a weight but does not cause it to move would not be considered an actuator? If that is the case, would it be considered a CUSTOM CIRCUIT?

I’m pretty tired writing this though, so you may want to change some of the wording if you can make it clearer.
