Are you allowed to hang before the 30 second time period known as “Endgame” and get “Endgame” points for it?
No; your robot cannot be taller than 45" until endgame

As @haya said, you cannot be taller than 45" until ENDGAME. Under most circumstances, this provides as a rule against HANGING before endgame. However, if you were to “jump” (if that’s even legal) up to the bar, you could potentially hang before the ENDGAME and I don’t think there’s a rule against it. It’s probably not a good strategy, but it’s technically possible.
G17. Tall ROBOTS not allowed. ROBOT height, as measured when it’s resting normally on a flat floor, may not exceed 45 in. (~114 cm) above the carpet during the MATCH, with the exception of ROBOTS intersecting their ALLIANCE’S RENDEZVOUS POINT during the ENDGAME.
Violation: TECH FOUL. If the extension blocks a goal, blocks an opponent’s shot, or scores a goal, additional TECH FOUL per instance.
I would think that that would be illegal because of the bumper zone rule, but the game manual says that it doesn’t apply in the rendezvous point regardless of whether or not it’s endgame. That would be interesting to see though 
Legality update: The main rule about “jumping” is always bumpers. Bumpers must be lower than 7.5" off the ground at their max, however, we have an exception in G16, which states:
BUMPERS must be in the BUMPER ZONE (see R18) during the MATCH unless a ROBOT’s BUMPERS are intersecting its RENDEZVOUS POINT or a ROBOT is supported by a partner ROBOT whose BUMPERS are intersecting its RENDEZVOUS POINT.
At no point does this refer to endgame, so you can “jump” in your RENDEZVOUS POINT outside of ENDGAME to grab onto the bar and hang. Although this is probably a dumb idea and I can’t think of any good reason to do it.
