Does the 7in extension limit include bumpers or not?
I believe it is 12 inches past frame perimeter. Frame perimeter does not include bumpers.

It’s a 12" extension limit outside of frame perimeter. Since frame perimeter excludes bumpers, it would be without bumpers.
No, bumpers are mostly outside the frame perimeter already. Emphasis mine.
G18. Don’t overextend yourself. ROBOTS may not extend more than 12 inches (~30 cm) beyond their FRAME PERIMETER.

In the STARTING CONFIGURATION (the physical configuration in which a ROBOT starts a MATCH), no part of the ROBOT shall extend outside the vertical projection of the FRAME PERIMETER, with the exception of its BUMPERS and minor protrusions such as bolt heads, fastener ends, rivets, cable ties, etc.
