I assume you’re refering to Adobe/Macromedia Flash.

I was able to get a copy of Macromedia Studio 8(Flash, Dreamweaver, Fireworks) for $85 through a school discount program. I don’t know if there is a similar program avaliable for you, but you should ask people who would know.

I’ve never used this. I just found it on google but this is supposed to be a Macromedia flash alternative.

You can buy it though Adobe’s educational discount for $250 vs. the normal $700.
