There are potentially a bunch of issues, some of which come up more if you include DCMPs as part of the plan and some come up more if you don’t!

Some years ago, the (smaller than current) group of districts met up to try to solve just inter-district play, which has many of the same issues. They essentially came up with: if there’s room, outside district teams can come over and play for no points. If there isn’t, oh well.

District spots to CMP just slide to the next team in line if a team declines.

So 3 district teams got lucky off the regular waitlist?

Not sure what dataset they’re referencing, but at least for FMA - 103, 341, and 365 all got invites to WCMP as a result of other HoF teams declining their auto-bids, which slid down the list to those 3 teams.

So they might have appeared as teams not on the priority wait-list who otherwise qualified.

I think those three teams actually got in via the priority waitlist. For the 2023 season, all 15 Hall of Fame teams who were offered pre-qualification accepted their spots in the fall of 2022. So there wasn’t any sliding down that occurred. FWIW, there were other non pre-qualified Hall of Teams who also got in via the priority waitlist, but turned those spots down due to the timing of the offer and not being able to arrange travel/funding at that point in the season.
