Are these sleeves on the drill and FP motors really needed? I hear them referred to as heat sinks but it is hard for me to imagine that they significantly impact the temperature rise time of the motor, Do they serve another purpose? More importantly, do the motors work better with them or without them?

Those are not heat sinks.

They are used to change the magnetic field of the permanent magnets in the motor. They can improve the output of the motor by 10-20% (depending on the particulars of the motor & magnets).

Anyway, I would not recommend that you remove them.
