R04. ROBOTS may not extend more than 16 in. (~40 cm) beyond their FRAME PERIMETER (see Figure 8-1), except during the ENDGAME (see G05).
Does this rule include the height of the robot? I interpret perimeter as the length and width, not the height.

The FRAME PERIMETER is measured around your ROBOT as it sits on the floor. So the only way to exceed the FRAME PERIMETER is horizontally. Vertically, you’ll never cross the FRAME PERIMETER, no matter how high you go.
The height is restricted only for match start and go bigger once auto starts.
