I read on the forum that there is a rule about being able to see the RC from 3 ft away. What section and page is that on in the FRC rulebook?

I think that that rule that you are talking about is an update, and not in the rule book. Go to the FIRST website to find out about more updates.

<R68> The Robot Controller must be positioned within the ROBOT so that its indicator lights can be seen during inspection and when standing three feet in front of the ROBOT while the ROBOT is in the STARTING CONFIGURATION at the beginning of a match.
