I have used stuff like this with multiple rings and removed the ones not needed. The LEDs can be driven by a regular led controller or controlled via Arduino and FastLED. You could probably get away with a single ring if it was bright enough. Arduino can then listen for DO from the RoboRio to set a pattern or you can setup serial as well for a much higher bandwidth connection.
Then you can put a clear plastic dome over the top, with the inside covered in wax paper or some other diffusing material to help spread the light out better.
