Quick question. Is is permissible for the human player to have his arms go past the plane of the loading station’s wall when he’s shoving the innertube through the slot in the loading station wall?

I don’t see anything explicitly saying that it isn’t legal. However: <G55> specifies that everybody needs to stay in particular zones. The zone boundary is the alliance wall. Therefore, breaking the plane would logically be leaving the zone, worth a penalty under <G55>.
Well <G31> states <G31> is in place primarily for safety. It also includes (prohibiting robots from) touching a FEEDER or FIELD structure through the FEEDING SLOT., and <G57> states During the TELEOPERATED PERIOD, FEEDERS may enter LOGO PIECES onto the FIELD by using the FEEDING SLOTS or by throwing the LOGO PIECE over the top of the FEEDER STATION wall. LOGO PIECES may not be thrown around the side of the FEEDER STATION wall. Violation: PENALTY. However, neither of those specify whether or not the feeder’s arms can go through the slot. Nonetheless, because the feeder will technically be breaking the plan of the game, I would say it would be against <G55> (During the MATCH, TEAM members must stay within their assigned stations.), and would be illegal. I would suggest asking it on the Q&A.
