No more than 22, certainly.

The only relevant rule I see is H9 (During the SANDSTORM PERIOD, COACHES, DRIVERS, and HUMAN PLAYERS may not break the vertical planes defined by the STARTING LINES, unless for safety purposes).
It appears to me that a Human player can interact with as many game pieces as they desire as long as it’s after sandstorm (because the loading station and game pieces are past the starting lines).
I don’t see anything saying how many they can hold, but the field tour video said that putting more than one into play at the same time may get them stuck. I see no reason for them to be holding more than one at a time unless they just want to
