@Anuraag_Routray made a keen wording observation about the wording in what I assume is this same bill earlier, in the chips thread:

To be fair, it wasn’t the strongest of mandates, but still signifigant nonetheless. The original text of the relevant section read:

"provide grants to eligible nonprofit programs for supporting hands-on learning opportunities in STEM education, including via after-school activities and innovative learning opportunities such as robotics competitions."

Now, there are multiple sections giving funding for K-12 informal STEM education, with one such reference being:

"elementary, middle, and high20 school student access to foundational courses, age-appropriate quantum concepts, and hands-on learning opportunities."
