Interpretation of G405?

Rule G405 says:

Limited AUTO opponent interaction. In AUTO, a ROBOT whose BUMPERS have completely crossed the CENTER LINE (i.e. to the opposite side of the CENTER LINE from its ROBOT STARTING ZONE) may contact neither an opponent ROBOT nor NOTES staged in the opponent’s WING.

I am wondering how to interpret the last bit: “may contact neither an opponent ROBOT nor NOTES staged in the opponent’s WING.

Does this mean:

may contact neither an opponent ROBOT (AT ALL, I.E. ANYWHERE) nor NOTES staged in the opponent’s WING.

or does it mean:

may contact neither an opponent ROBOT (in the opponent’s WING) nor NOTES staged in the opponent’s WING.

I’m pretty sure it’s this one.

Given the fact that “staged in the opponents’ WING” only really makes sense when applied to notes (“ROBOT” and “NOTES staged” as two sides of a conjunction would be ungrammatical), I’m inclined to say the former. Also, the rules are generally very particular about what part of the robot in what zones triggers the rule (eg bumpers, any part, entirely inside); however, there is no such clarification on the opponent robot, indicating there is no zone restriction to specify.

Regardless, I do believe there is room for interpretation, and this should be posed to Q&A when it opens tomorrow.

It seems like the spirit is to not make it a foul if you accidentally drive over the center line and don’t hit anything. But it is worded oddly.
