I would assume that the foam is illegal. THe list of parts you are allowed to use are specifically outlined in the rules. If it’s not named in that list, you cannot use it =\

There is black foam core ABS plastic pipe, is that what you mean? if so, it’s ABS, not PVC, and as far as I can tell it’s not on the list of approved materials.
Well, polycarbonate foam should be fine, and if you melt down allowable materials and make that into foam that is technically ok as well. Pre-filled pvc is probably illegal.
What about if the plan is to use it as a non-functional decoration?
Sure, if it’s aluminum foam sold as a sheet. (I bet the GDC didn’t see that coming :D…)
Or if these guys are your sponsor, just have them cast the metal foam into an appropriate size for you to insert it, being sure to begin with a crucible of melted-down legal stock. (Until the GDC comes right out and specifies limits for modifying otherwise-unrestricted <R92> items, casting whatever you want out of aluminum—or fasteners for that matter—continues to be a viable option for the minibot. It’s just like the days when the Small Parts catalogue was the only legal source for most robot components.)
If you’re talking about expanded PVC sheet (also known as PVC foam), then no.
If it’s sold as PVC or CPVC pipe or fittings, then yes.
I believe non-functional decorations may be from any material though, not limited to those on the approved materials list.
If it is non-functional, then why foam filled at all? just use PVC pipe.
I believe the OP was talking about foam-cored PVC pipe, which I cannot remember the name of right now. I would assume from the GDC’s previous rulings (limit switches for one), that if it is marketed as “PVC Pipe”, then it is probably legal, you just have to prove that it is marketed as PVC with a receipt or something.
Is the foam intended as a bumper for hitting the top or bottom of the tower?

I felt sort of naked making animal balloons without clown makeup on.
In addition to making students smile, the balloons can also provide cushion without adding much weight to the robot.
I don’t know if this fits into the rules, but you can buy solid PVC rod from McMaster-Carr.
