Is there a rule limiting maximum Cv for a solenoid valve?

Mr. Gregory identified the “highest flow legal solenoid” in his excellent guide. However, I cannot find anything in last year’s rules limiting Cv. This seems to be the only rule limiting valves except for max pressure.
“Solenoid valves with a maximum ⅛ in. (nominal, ~3 mm) NPT, BSPP, or BSPT port
diameter or integrated quick connect ¼ in. (nominal, ~6mm) outside diameter tubing
connection,”
Is there another rule I cannot find?
This is the valve we are looking at

You have to go all the way back to 2013 to find that rule.

As I understood him at the time, this was the solenoid valve with the largest Cv which met the port size requirements he was able to identify.
