Hi, welcome to CD. If you want more help on this topic, consider changing you’re title and putting this in the programming or technical category. People here want to help, but a lot of relevant people won’t see this because of how this is formatted. I’m no expert on NI stuff, but here are my thoughts.
We encountered a problem: An error occurred while installing a package: ni-offline-help-viewer (23.5.0.49197-0+f45) Additional error information: . The executable returned error '1' after running the custom execute command 'path=""C:\WINDOWs \SysWOW64\netsh.exe"", arguments='advfirewall firewall add rule name="NI Offline Help Viewer" dir=in action=block program="C:\Program Files (x86)\National Instruments\Shared\Offline Help Viewer \NIOfflineHelpViewer.exe
If you look closely, you see that this is an issue with your firewall erroring out. However, 1 isn’t a very helpful error code. All I can tell you to do is double check that your are running this as administrator and double check your firewall settings. Good luck.
Welcome to CD! Can you try turning off the firewalls? That should probably fix it.
Are you still having issues with this after turning off your firewall?
Check this
And check if any 3rd part antivirus software (something other then Windows Defender) blocked the install, you may need to create an exception.
