It is correct. The JST connector (white end) plugs into the sensor and is keyed to only go in one way. The black end goes into the I2C port on the RIO. Check the graphic next to the port and ensure the black wire side goes into the ground port (the one on the outside). Manual, Usage

Yes it is correct.
REV has a different i2c pinout for FTC than the roboRIO. In order to make it easy for teams we made the swizzle cable with the right connector type and pinout.

on the left side, the white and blue wire right? or are the white and blue swapped?
The arrangement of wires in your picture is correct.
