do you know if Tungsten Cobalt Alloy is considered as carbide for my endmills?

Cobalt is the matrix in tungsten carbide tools. The carbide is actually a powder that is bound together with cobalt metal, this is not an alloy. I wouldn’t be particularly surprised if someone mistakenly referred to tungsten carbide as tungsten cobalt alloy so if you have some endmills labeled as such, they may well be carbide. Tungsten carbide is tungsten and carbon.

Generally speaking, yes. But usually only shady sellers label it as such. You’re better off buying Huhao, Onsrud, WCP, or Thriftybot endmills if you’re not sure what to get.
