My team is modifying a COTS winch by adding a CIM motor instead of using the stock motor(The COTS motor is not legal). Reading over the rules I couldn’t find anything that prohibits this. Can someone confirm this please.

I believe as long as the winch was under $400, it should be legal. I believe a decent amount of teams have done this to like linear actuators.
I concur. Nothing against doing this as such. Still, read over all the rules (esp the robot rules) to make sure your piece isn’t too expensive or fails a safety item or other general rule.
Once you modify the COTS part it becomes a FABRICATED part, too. And any “extra” you want to bring to competition would fall ender 30lb allowance.
