If the short section is at least 4.5" tall and the tall section is 5.5" or less, this looks legal to me. If either of those are not true, not legal. If the notched section was at least 6" from the inside corner of the two perpendicular wooden parts, that section could simply be completely removed to be legal. (but it does not appear to be that far from the corner in this picture). Or if the “short” section went down further on the bottom so it was between 4.5" and 5.5" tall, it would, by my reading of the rules, be legal.
