Offensive Power Ratings.
An alliance will average the sum of the OPR's of its teams. The problems with the last copy are fixed (I think). This does not include BAE, UTC, SBPLI, or GTR. I will add SBPLI tommorow.
If you see something screwy please let me know so I can correct it.
