If I were to pressurize a few air tanks at 120 psi and regulate them to 60 psi, which then breaks off to 4 pistons. Would each pistons be working with 60 psi?

Yes, the pressure will be the same throughout the 60 psi regulated side (unless you add another secondary regulator to further step down the pressure).

Yes, each of the cylinders operates at 60psi. The limiting factor is the airflow through the solenoid valve. Figure out the flow through the valve, and divide it among your cylinders to see how fast they fill. If this is too slow, you should add additional solenoid valves. Note that because of R94, this only works until the number of solenoid valves equals the number of cylinders.
