I have a question about a potential climber design. Is it legal to pump pressurized air into a telescoping rails system, to propel a hook upwards.

Unfortunately not, this is essentially making your own pneumatic actuator, and custom pneumatic devices are not allowed. Check Section 9.9 of the game manual.
Only if they have legal legit air cylinders in them.
Using your pneumatic system to inflate a custom pressure vessel? Not legal.
Using a fan to inflate a custom pressure vessel? Probably fine.
