pynetworktables & pynetworktables2js updates to resolve field connection issues

I’ve added a “dashboard” mode that allows pynetworktables to receive the IP address of the robot directly from the Driver Station, similar to how the LabVIEW dashboard operates. This should solve any issues that you may encounter when connecting to the robot on the field from the driver station.

This fix is present in pynetworktables 2015.3.2/2016.0.0a2 and pynetworktables2js 2015.2.3
