Would these bumpers be considered legal for the no exposed wood and pool noodle rule

Those should be good, no plywood visible on the top or bottom, plywood visible on the back is fine.
I have seen some really bad bumpers get through inspection. These are not remotely problematic by those standards.
Looks similar to several bumpers shown in the official build guide (don’t know why some seem to have black wood though).
And per R408 D., I read it as the portion of wood still showing is the interior surface of the wood. And in my opinion, it’s good to expose this face of the wood so the inspector can see what kind of wood it is (and not MDF or similar).

My only critique would be to staple the fabric to the backside of the wood, not through the ends. It is much easier for the staple to come out of the end-grain than it is from the cross-grain layers.
The blue box from R405 [Bumper color and markings] reads:
The FRAME PERIMETER facing surfaces of BUMPERS are not “displayed” and thus this rule does not apply.
Good to go from that standpoint as far as I can see!
Many teams do wrap the fabric around the corner and staple on the FP-facing side, not for R405, but for an extra bit of strain relief on the staples.
