Question about the number of teams qualified for District's Championship

How to determine the number of teams qualified for District’s Championship each year? Is there only 80 teams can go to the District’s Championship each year no matter the total number of teams?

There is a section in the rules about it. Search for"district championship eligibility" or something like that.
