Will rasberry pi’s be allowed this year on robots, for vision tracking purposes?

There are no rules that prohibit this, as long as all relevant rules are followed (in particular, wireless must be turned off). You might want to check out the many threads on the subject by searching for “raspberry pi”, or read the documentation regarding using the Raspberry Pi as a video coprocessor.
