I am from Chile and I need to know if LA regional has webcast because my team can’t go to Los Angeles regional and they want to watch the regional for a Webcast.

Unless someone sets one up, there isn’t one. L.A. is webcast on very rare occasions (maybe once or twice since it started in 2001).
TBA doesn’t have the webcast list. They host video and have a team list for each event, but no webcast. They can arrange for webcast/recording equipment at an event, but they don’t actually have the webcast.
http://robotics.arc.nasa.gov/events/2010_frcwebcasts.php#webcasts is a much better site for locating webcasts. Week 4 events aren’t being displayed yet, though.
