Hi. When I attempt to enter with Firefox to ‘‘roborio-XXXX-frc.local’’ or ‘‘172.22.11.2’’ ,I’m having a error that I need to download Silverlight.
But Silverlight has already installed. I can’t enter to the RoboRio WebDashboard. I will use the WebDashboard for give device ID to Talon SRX’s.(CAN).

P.S.
You can try Disabling all other network connections in case those are confusing IE.
- Search for Control Panel
- Network and Sharing Center
- Change adapter settings
*]Right-click and choose Disable for Ethernet & Wi-Fi that you aren’t using.

If you are connecting to 172.22.11.2 then you must use the USB direct connection to the roboRIO from your PC (USB-A to USB-B cable, the same cable as used to connect to a printer) using the special USB-B connector on the roboRIO.
ok, I know it but should I connect to any wifi?
Doesn’t matter in theory, but probably has a higher chance of working if you don’t connect to any wifi.
