If the dimensions of my robot is 20" x 20" (where i attach my bumpers), can my arm stick out past the bumpers in the starting configuration if it doesn’t go past the 38" x 28" x 60" limit?

yes, just because your bumpers are small doesnt mean that your robot has to be that small… it can go up to 28x38x60
Thanks. I guess the bumper rule of nothing over an inch can go beyond the bumper except the noodle and fabric tripped me up. Is that rule for just the parts of the bumper?

I agree, and this Q&A seems to as well. Okay, the reference is kind of vague, and I’d suggest you submit a Q&A to confirm our recommendations, but chances are you will get a favourable answer.
There may be a bit of an issue if your arm, in the starting configuration, is within the bumper zone (2.5-8" off the floor). If your arm is above that, I can’t see it being an issue… but if you submit a Q&A question you will have an authourative answer within a couple of days that you can take to tech inspection.
