RobotPy NavX support updated for 2017

Not much has changed – biggest difference is that the AHRS class has a mechanism to return the current sensor timestamp. Tested with firmware navx-mxp_3.0.263.hex.

You’ll need robotpy-wpilib-utilities 2017.0.5.

Please note that 2017.0.5 may freeze when using it in tests or in simulation. 2017.0.6 has a temporary fix for this, but a better fix will hopefully be available by Monday.
