If I used string to pull up the robot onto the generator switch by hanging it, and the robot would be lifted from the side. Would the string be technically beyond the frame perimeter? Would this be against the rules?
Yes, that would be illegal.

Well the climber in the video looks to be within 12" at all times, so it would probably be ok. But you’ll have to prove that you’re legal to the robot inspection team and maybe the refs. Best to just be very clearly within your 12" allowance. 
It is illegal we did it in 2016 and got an yellow card (1382)
While that may very well be the case, please don’t apply old rules to this year’s competition. There is no yellow card possibility for a G18 violation. A red card, on the other hand …
