Shipping Crate Dimensions Question 2018

When looking at the 2018 Shipping Crate Construction guidelines, I noticed that there has to be two piece of 4 x 4 (3.5 x 3.5in) lumber underneath the crate. However, the details are very vague, and I am unsure if this is included in the 60 inch height limit. Any ideas?

It is included.

The crate overall dimensions are set up the shipper.
