They call it a wheel. More specifically, this wheel.

Sometimes referred to as a flywheel (although that is confusing if you also add other flywheels to increase the inertia), roller wheel or shooter wheel.
SST also works (spinning shooter thingy) if your team is not too fussy about nomenclature.

Alright, petition to ditch the outdated term “flywheel” in favor of SST (Spinning Shooter Thingy) as standard FRC terminology.
