hello, im trying to find it in the rules that says we cant shoot while on the batter. can shoot for the high tower while on the batter?

The Batter is counted as part of the Tower. Pair that fact with G39.
Here are the parts of the game manual he is referring to.
G39
ROBOTS are prohibited from launching BOULDERS unless they are in contact with the opponent’s TOWER or carpet in the opponent’s COURTYARD, and not in contact with any other carpet.
