Smart Dashboard not installing with 2019 NI update suite (java)

I have been trying to launch the 2019 Driver station and smart dashboard but whenever I do I get the error:
Can not find script file
“C:\WINDOWS\system32%PUBLIC%\frc2019\tools\SmartDashboard.vbs”
I have uninstalled and reinstalled the update suite and it has been successful, but this error is persisting. Anyone know why this is happening and how I can fix it?

SmartDashboard is installed with the WPILib installer, but there’s a known issue with launching it from the DS. Click the SmartDashboard shortcut on the desktop instead to launch it.

Sorry for the late reply. Thank for the help. The problem ended up being solved partly by your answer that smart dashboard comes with WPILib not NI (face palm) and also that our activation code for NI not being entered properly leaving our software in evaluation mode.
