Hello guys,
I am the head designer for team 5161 and I just have 2 questions for all of you. One is about the rules and another about pneumatics. My rule question is if it is legal for a robot to have two 30" extending parts coming out of the build frame at one time? Or can there only be one 30" extending part at a time. My pneumatic question is if you can run 3 pistons off of only one double solenoid valve if they are all doing the same thing? Thank you all!

Yes to both questions.
You can move outside the frame area in as many “locations” as you want.

The way I understand the extension rule is 30" beyond frame perimeter, therefore 29" in both directions is fully legal as I understand the rule (See R4 on page 64)
Question 1: Yes, so long as no point is >30" from your frame perimeter you can occupy the entire volume shown in Figure 10-1.
Question 2: Yes. You may feed any number of pistons off of a single port (though your actuation speed will suffer).
Though note that you cannot have more than one solenoid feeding to a single side of a piston. (If you can trace a route from a output port of a solenoid to any other output port of any other solenoid without going through the solenoid, it’s illegal)
