In terms of the 30lbs withholding limit, no.
All ROBOT elements (including items intended for use during the competition in alternative configurations of the ROBOT), with the exception of the WITHHOLDING ALLOWANCE per R18, BUMPERS, and COTS items , must be bagged and sealed, by 11:59PM local time on Stop Build Day, February 23, 2016 (refer to the Admin Manual Section 5 (5.3 Instructions for “Bag and Tag”).
Sorry i should have specified better. Only the fabric and noodles.

If its plain fabric and noodles it would be a COTS part, and if assembled them a Bumper, both being exempt.
I would assume(though that is dangerous) that intermediate stages would also be exempt.

I mean, wouldn’t the intermediate stage just be a not-complete bumper?

And also assuming that you’re actually using these parts for bumpers. A pool noodle pre-cut to (for example) 42" that you’re going to use as a boulder blocker is part of the robot, not the bumper, and is NOT an exempt part.
