Spark MAX "Has Reset" Error

Hi everyone,
My team has two Spark MAX Motor Controllers with problems in their inventory. When I connect the Motor Controllers to the CANBus line, I get a Magenta Blink (No Signal) error. When I check via REV Hardware Client, I see that there is no conflict of CANBus IDs. My Motor Controller gives CAN RX and Has Reset error, but there is no problem in the CANBus line. I just get “Has Reset” error from my other Motor Controller. Anyone know the solution for this?

The Has Reset error is nothing to worry about generally. It means the controller has been powered off and on since the last time its sticky faults were cleared.
Re the CAN issues, is there a roboRIO on the bus running code that uses those motor controllers?

roboRIO is connected to the CanBus line. Robot is on, but the roboRIO is not running any code.
