TalonSRX (CANTalon) Encoder not working

We have two encoders, each on one TalonSRX on its own side of the robot. We’ve checked the pin states of the encoders via the Web Dashboard. The right encoder works fine (pins A = 0, B = 0), while the left encoder does not (pins A = 1, B = 0). This may be a wiring issue. We need help figuring out why the encoder does not give us data when the two encoders are treated the same in our program.
